Please explain in the area below why an STA is necessary:
The Maritime Transportation Security Act [MTSA] of 2002 mandated Automatic Identification System [AIS] transponder carriage in US waters for all vessels subject to the International Maritime Organization [IMO] Safety of Life at Sea [SOLAS] convention. The BAE Systems MAST6000 AIS Demonstrator System picks up the AIS signals broadcast by these vessels and displays that information overlaid on an Electronic Nautical Chart [ENC] showing the ships positional and navigational status to maritime authorities. AIS is regarded as a significant enhancement to Maritime Domain Awareness [MDA] and AIS has been selected by the United States Coast Guard [USCG] as the sensor of choice for all future Vessel Traffic Services [VTS] applications. BAE Systems respectfully requests Special Temporary Authority from the Federal Communications Commission to demonstrate the unique capabilities of the MAST6000 AIS Network to maritime authorities allowing for increased safety and surveillance of US coastal waters as required by the MTSA.

Please explain the purpose of operation:
BAE Systems respectfully requests a Special Temporary Authority to demonstrate the BAE Systems MAST6000 AIS Network to US maritime authorities. MAST6000 will receive and process VHF AIS signals received from vessels in US coastal waters and from these AIS signals will generate an operational picture of all vessels within signal range. This will include positional and navigational status and static information such as vessel name, call sign, MMSI, IMO number and other information about the vessel. This data, received from the vessels will be displayed on an Electronic Navigation Chart [ENC] showing the position of each vessel within VHF range, allowing the maritime authority to have a detailed picture of all commercial shipping in the area.
