Please explain in the area below why an STA is necessary:
Please See Exhibit 1. As set forth in the transmittal letter accompanying this STA Request, expedited processing of this STA Request is respectfully requested. As explained in the STA Request, this experiment is to be performed as part of the implementation by BAE Systems of a government contract involving a highly sensitive classified military program. Although the details of the program involved cannot be publicly disclosed, this STA Request has been filed as soon as possible after award of the contract and determination of the need for an experimental license. STA is required to conduct the initial required risk-reduction aspects of this program, including fabrication and testing of an antenna aperture, as well as follow-on testing of components for a prototype, which is anticipated to commence in early January and to continue through the following six months. In order to meet these contractual deadlines, it is necessary to obtain expedited grant of this STA Request so that testing can commence by the beginning of January. Accordingly, a proposed Start Date of January 10, 2008 has been specified.
