Please explain in the area below why an STA is necessary:
By the instant request (?STA Request?), BAE Systems Information and Electronic Systems Integration Inc. (?BAE Systems?) requests that the Commission grant to BAE Systems Special Temporary Authority (?STA?) to operate the facilities (the ?Facilities?) specified in the instant STA Request. A Start Date of October 5, 2009 is respectfully requested. In this case, a very limited STA of only 51 days is required to permit sufficient time to conduct the experiment. During the grant period, only five (5) cumulative days of flight tests are planned.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
For this experiment, an experimental Optical and Thermal Imaging Turret will be mounted to the underside of a twin engine prop aircraft. Flights out of Ft. Belvoir, Virginia will occur within a 50NM radius of the Ft. Belvoir airport. A microwave data link from the air to the ground will relay the video from the turret. The turret is being designed under BAE IR&D funding to improve Theater Situational Awareness for fixed and rotary winged aircraft. Staff from the U.S. Army and Marine Corps will witness the flight at their convenience.
