Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
BAE Systems requests that the Commission grant special temporary authority (STA) to permit BAE Systems to operate the facilities (the Facilities) specified in the instant application. STA is requested for a period of six (6) months. This experiment / demostration will test from August 15 to Febuary 15, 2008. It requires a transmitter in the GPS band (L1 = 1575.42 MHz) and (L2 = 1227.6 MHz) to be used indoors. A demonstration will be conducted inside the manufacturing facility which will require a transmit EIRP power of no greater than -140 dBm/ 24 MHz at 100 feet. See attachment files for 0367-EX-ST-2008 for a description of the maximum power limit calculations per NTIA regulations. Area of potential interference to GPS reception shall be under the control of BAE. To report interference and notify the operator of this experiment to cease transmission, use the contact information provided: Robert D.Green - PH: (512) 415-4916 and Michael E. Anderson - PH: (603) 885-2851. BAE will post a sign on doors to the testing area stating GPS re-radiator in use and your GPS signal may be in error. An STA is required because the experiment / demonstration as described would violate Sections 2.803 and 15.205(a) of the Commissions Rules (Title 47 C.F.R. ยงยง 2.803 and 15.205(a). )

Please explain the purpose of operation:
BAE Systems requests the use of a GPS re-radiation system to permit testing of GPS navigation systems. BAE Systems requests the use of a GPS re-radiation system to permit testing of GPS navigation systems inside its manufacturing facility, an engineering prototype lab, and a product development lab, where a STOP Buzzer will be implemented. All conditions in NTIA Manual of Regulation and procedures for Federal Radio Frequency Mangement, section 8.3.28, as required for transmissions in the GPS band will be followed.
