Please explain in the area below why an STA is necessary:

STA is being requested because the proposed experiment is currently expected to last no more than six months. Outdoor testing is necessary to validate the system in order to demonstrate to potential system users within the DoD community, which includes DARPA. For the foregoing reasons, approval of this STA Request is in the public interest, convenience and necessity.
