Please explain in the area below why an STA is necessary:
Due to the urgency of providing US commercial air carriers with a viable flight safety system against terrorist threats, the full scope of the Experimental Radio Service (ERS) demonstrations shoulf be accommodated at the earliest date and circumstance, which is possible only through an expeditious FCC STA process. Should the need arise, Applicant will request a regular experimental license authorization at least 15 days prior to the expiration of the licensees temporary authority.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
The STA will be utilized to show and demonstrate the AVIATION PROTECTION SYSTEMS, INC. product developments and operation of the Flight Guard system to members of the US Government Department of Homeland Security (DHS), Federal Aviation Administration (FAA), and such additional Agencies of the US Government and commercial air carriers as may express an interest. As a highly reliable protective system, Flight Guard provides a high degree of additional security to aircraft in the crucial ground -- airborne transition mode. Flight Guard is in full safety operation now on aircraft of the EL AL Airline of the State of Israel.
