Please explain in the area below why an STA is necessary:
On May 18, 2006, the Committee on Commerce, Science and Transportation of the U.S. Senate will consider legislation that would authorize the introduction of unlicensed devices into the spectrum reserved for the publics broadcast television service. As discussed further below, in connection with this and other scheduled hearings, MSTV wishes to conduct an experiment confirming and demonstrating the effect of unlicensed device operation on reception of over-the-air television signals. Because the Commissions rules do not allow operation of unlicensed devices in the broadcast spectrum, an experimental authorization is necessary to conduct such an experiment. In light of the public policy implications of the proposed legislation, MSTV requests expeditious grant of this STA request so that the Commerce Committee may have the benefit of this experiment at the hearing on May 18.

MSTV will perform this experiment to determine and demonstrate the effect of unlicensed device operation, as proposed in certain legislative proposals and in ET Docket No. 04-186, on reception of over-the-air television signals. MSTV will conduct the experiment on various dates and times beginning at approximately 10:00 a.m. on May 18, 2006. This experiment will be conducted generally in conjunction with meetings before policymakers and their staff.

MSTV will perform this experiment to determine and demonstrate the effect of unlicensed device operation, as proposed in certain legislative proposals and in ET Docket No. 04-186, on reception of over-the-air television signals. MSTV will conduct the experiment on various dates and times beginning at approximately 10:00 a.m. on May 18, 2006. This experiment will be conducted generally in conjunction with meetings before policymakers and their staff. MSTV will not operate within 100 miles from a co-channel licensee and coordinate operation within 60 miles of adjacent channel operation of Part 73 and Part 74 licensees.
