Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
To provide RF tests beginning March 18th thru March 28th, 2019. Testing will include 700 discrete frequencies evenly spaced between 100 kHz and 1 GHz. Each frequency will be a CW carrier, running for 25 mS. We can block out any interfering frequencies, as may be required by the FCC
