Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
A STA is necessary to operate transmit testing equipment to perform Electromagnetic Compatibility (EMC) measurements in the 1675-1695 MHz bands in support of an U.S Army Corps of Engineers contract. The transmitter will be used to characterize the propagation condition around the receiver site, which will be used for EMC analysis model.

Country:
United States

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
Continuous wave tone will be transmitted from a GPS tagged mobile vehicle while stationary receiver measures the data. The measurements will be utilized to ascertain the overall propagation condition around the receiver. The propagation information will be used to model interference signal level from LTE transmitter at the receiver location.
