Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
In conjunction with its FCC license to provide broadband internet service on commercial airlines, AirCell LLC is requesting a Special Temporary Authorization (STA) in order to determine the susceptibility of aircraft avionics to selected radio frequency emissions in the Industrial, Scientific, Medical (ISM) and Unlicensed National Information Infrastructure (UNII) bands. Pursuant to Documents DO-294B and DO-160 of the Radio Technical Commission for Aeronautics (RCTA), and the Federal Aviation Administration (FAA), standards for susceptibility have been set. To comply with the standards, tests must radiate at the legal maximum power plus the link budget of the highest gain antenna permitted times the number of simultaneous radiating devices. The math computes a 1 watt signal into a 6 db gain antenna times three WAPs. That comes to 30 dBm + 6 dB = 4 watts X 3 WAPs = 12 watts. Since the 12 watt signal exceeds the allowed limits, an STA is requested.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
FAA testing requirements See Item 4. AirCell LLC is required to demonstrate conformance to the standards required by the FAA that are necessary in order to receive Supplemental Type Certificates (STA) for the deployment of new electronic radiating devices aboard commercial airliners. In accordance with FAA test requirements detailed in RTCA document DO-294B, AirCell is required to conduct certain in-cabin tests while the aircraft is no less than 150 feet from any metallic structure. To accomplish this, AirCell will have to conduct tests while the aircraft is parked in open areas. Measurements taken under AirCells current STA indicate that emissions outside the fuselage of the aircraft do not exceed the maximum allowed under FCC Rules for the frequencies being tested. As an added precaution, test aircraft will be located no less than 500 feet from any location where regular use of the frequenices can be expected. We are not testing at all airports, but rather at selected airports across the country. We will actually use only a few airports for our tests, but it is diiffuclt to know exatly when and where a particualr airframe will be avialable. Our tests for FAA certification have to be done in different types of aircraft (i.e., 737-100, 737-200, 737-300, 737-500, 737-700, 767-200, 767-300ER, etc.), and on the same type of aircraft with different suites of avionics. AirCell will coordinate with the commercials airlines to identify when and where a suitable aircraft is down for maintenance or not in commercial service. When an airline lets us know when an aircraft is avialble we will take a team to there maintenance facility to conduct the tests.
