Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
STA is required because we intend to operate 2.4 GHz equipment at high power (25 W) for use in temporary space communications. The STA is being sought since this application is tied to Space Shuttle mission STS-127 and has specific authorization date requirements (due to launch windows). 2.4 GHz hardware was chosen due to the high data rates required for this flight, and the limited space and power available for the mission. For command uplink, the only suitable commercially available hardware available to use in this application that was identified was a 2.4 GHz data modem by Digi International. The space segment is recieve only, but authorization is needed for a 2.4 GHz ground station to support this flight.
