Please explain in the area below why an STA is necessary:
On 10-Feb-2021 we submittted a Conventional Experimental License application, 0131-EX-CN-2021, which is now in Pending status. We have subsequently been told that applications can take up to 90 days to be processed, and the nature of our experiment is that it relies in good weather conditions and we proposed to start the experiment in early April 2021. We are an Australian company and cannot commit to ship and install the necessary equipment until we have confidence in the timing. Although the experimental license was requested for a 2 year period, in practice the proof-of-concept initial portion of the experiment can be completed within the 6 months maximum for a STA. During that time the conventional experimental license should be able to be considered and approved for ongoing work.

The experiment is related to our eShephard virtual fencing product for beef cattle, to be deployed by Gunnison Conservation District, Colorado. This system improves efficiency of beef cattle operations and improves use of pasture and environmental protection. Short-range low-power communications in the unlicensed 902-928MHz ISM band is used. We propose to deploy the existing approved Australian system which has some minor deviations from FCC rules.
