Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
Continued operation under this Special Temporary Authorization (STA) is necessary to support ongoing research, development, integration, and flight testing of unmanned aircraft systems and associated communications equipment. The authorized frequencies are required to conduct controlled flight test activities, validate system performance, evaluate software and hardware updates, and collect engineering data under a variety of operational conditions. The testing program remains active and is not yet complete due to the phased nature of system development, evolving customer requirements, and the continuous integration of software and hardware enhancements. Routine software updates, bug fixes, and capability improvements require repeated regression testing and flight validation to verify system performance, safety, and interoperability. As these updates occur throughout the development lifecycle, additional flight testing is necessary to confirm that previously validated functions continue to operate as intended. Interrupting the authorization would delay these engineering and flight test activities, impact program schedules, and hinder the collection of data necessary to validate system performance and safety. The requested extension will allow continued operation under the existing technical parameters while development and testing are completed. All operations will continue to comply with the conditions of the STA, employ only the minimum power necessary to accomplish the testing objectives, and take appropriate measures to prevent harmful interference to authorized spectrum users.

Please explain the purpose of operation:
The purpose of the proposed operation is to support the flight testing, evaluation, and demonstration of unmanned aircraft systems (UAS) and associated airborne and ground-based communications equipment. Operations conducted under this authorization are intended to validate command and control links, telemetry, payload communications, and other mission-critical data links under representative operating conditions. Testing will be performed to evaluate system performance, reliability, and interoperability following hardware and software modifications, verify compliance with design requirements, and collect engineering data necessary to support system development and customer acceptance. Operations may include ground testing, taxi testing, flight testing, and demonstration activities conducted in controlled environments by qualified personnel using approved test procedures. The requested operations are strictly limited to research, development, engineering evaluation, and flight test activities and are not intended to provide commercial communications services.
