Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The STA is necessary to operate transmit testing equipment in support of the development of a communication MESH network for high-altitude balloon systems with a transmit frequency between 2360 and 2390 MHz. The transmitter will be utilized by a mobile networked MIMO (MN-MIMO).

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
The purpose of the operation is to conduct high-altitude balloon testing using the mobile networked MIMO (MN- MIMO) radios in the Alamogordo, NM area. The ground station is a land based mobile platform in place for the duration of the balloon flight only and will be used to down-link high rate telemetry data from the balloon. Balloons may also relay data to other balloons in a mesh network, but at a much lower EIRP. The STA and frequency will be used for communication between a ground station and the flight control unit on the flight system (balloon) in order to monitor the health and telemetry of the system and to maintain positive control for safety of the flight operations. The link will allow us to transmit command and control messages to the flight control unit as well as monitoring information from the balloon including high rate telemetry, navigation details and flight termination data necessary for coordination with the FAA ATC and ARTCC centers.
