Please explain in the area below why an STA is necessary:
This STA is associated with recently filed application file # 0132-EX-PL-2001. ARINC Incorporated, The MITRE Corporation, and the USAF Electronic Systems Command wish to conduct system integration testing at the Air Force's Reconfigurable Cockpit and Avionics Testbed (RCAT), using FCC Type Accepted data link aircraft radios. The RTCA is a ground station that simulates an aircraft. It will communicate with other ground stations that simulate operations centers. The reason for the this STA request is to allow testing to be conducted immediately and without delay. These tests involve safety service frequencies and as such are needed to ensure proper installation and compatibility aboard military aircraft.

Please explain the purpose of operation:
The purpose of these tests is to assure proper integration of other aircraft systems and wiring with both VHF and HFDL radios prior to installation aboard military aircraft. The data link radios will operate on frequencies licensed to ARINC ground stations, with the frequency of the 'aircraft' radios being determined by the ground station control point (computer). We are requesting a Special Temporary Authority (STA), and a waiver to FCC rules due to the fact that the VHF and HF radios will not be installed in an aircraft at the time of the tests. Also the HF testing will take place within the CONUS where HF is not generally permitted. ARINC had previously been licensed for this testing under several STA licenses. Our previous call sign was WMT6. It is now believed that an experimental radio license would be more appropriate due to the lengthy timeframe in which we believe testing will be conducted. FREQUENCIES: ARINC would like to use frequencies currently assigned to ARINC under call signs WRA9, and our HF Datalink call signs WLK7 and KNK9. Due to the number of requested frequencies, we ask that you accept this attachement which list our requested frequencies: Here is a list of VHF frequencies assigned to call sign WRA9, which we would like to license at Bedford, MA.
