Please explain in the area below why an STA is necessary:
ARINC wishes to establish a four channel APCO 25 compliant trunking system in Reston Virginia for the purpose of developing and demonstrating upgraded system software features. RF activity will follow the APCO 25 Common Air Interface 12.5 kHz channel standards. We wish to communicate with portables and mobiles in an approximate 15 mile radius. We will operate this system based on non-interference to existing licensees and will monitor before transmitting. Base station power at antenna will be 25 watts, mobiles will be 25 watts, portables will be 5 watts. ARINC has coordinated the requested frequencies with ITA.
