Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Adaptive Broadband Corporation, formerly known as Microwave Data Systems, is a manufacturer of VHF and UHF radios for data telemetry applictions. We obtained the original STA to test 216-240 MHz 5 Watt data telemetry radios for an intitial customer in the Peoples Republic of China, prior to shipping. We used the STA to confirm operation on-the-air as a small (no more than 6 units) point-to-multipoint (MAS type) system. We have now extended the development to include a 216-220 MHz version meant for Part 90 operations in the USA, and need to test these radios prior to applying for equipment certification. We also have developed a 4 kHz bandwidth version for the FCC 220-222 MHz band (MDS 2710D) for which Certification is currently pending at the FCC. We need to test these in an actual small-scale point-to-multipoint network for several months. Because these experimental operations will not exceed an additional duration of 6 months, we are requesting an extension of the existing STA for an additional 6 months.
