Explanation
Please explain in the area below why an STA is necessary:
World View received a request to assist with a synthetic aperture radar system for approximately 6 months, starting on February 19, 2018. An STA is appropriate because of the limited duration of testing. This request for testing was received last week, and World View is working rapidly to put all the proper licenses in place to meet its customers needs.

Purpose of Operation
Please explain the purpose of operation:  The operations will test a synthetic aperture radar from a stratospheric balloon. The radar pulsewidth is only 0.45 milliseconds, and the radar will sweep through the entire band requested in that short period of time. Thus, the spectrum use is very limited, with a duty cycle of less than 10%. See exhibit for additional information.
