Testing and development of the transceivers will take place primarily at ViaSat?s Carlsbad, CA facility. However, the contract requires ViaSat to provide a portion of the units to the Army to test outside of the Carlsbad facility. The units communicate with a network control center and can be remotely disabled, so even when in the possession of the customer (Army), the transmit function can be turned off by ViaSat?s Carlsbad staff. The following locations will serve as bases for the Army?s testing: Ft Hood, TX; Ft Bliss, TX; Detroit, MI; Carson, CA; Ft Eustis, VA. The units will be used by the Army to perform location tracking testing, that is, they will move them around on both ground and airborne vehicles. The Army has not confirmed whether testing will be confined to just those locations. Therefore, in an abundance of caution, ViaSat has requested CONUS authorization to ensure that all testing operations remain complaint. The Pay.Gov email contents are pasted below.
