EXHIBIT A EXPEREMENTAL PROGRAM

Experiment Description As an antenna manufacturer, ViaSat designs and produces a variety of antennas supporting a wide variety of frequencies. The requested license is to add support for testing antennas which range in design frequency from 1435 MHz to 18000 MHz. This testing will ensure antenna performance is within the designed specifications. The transmit antenna is a 1.22 m antenna who’s height is less than 6 m and is well below the height of nearby terrain features and does not present a hazard to aircraft. A terrain elevation profile is also attached which shows that the elevation at the location of the antenna test site is below that of the nearest airport.
