Explanation
Please explain in the area below why an STA is necessary:
The desired tests are of a short term nature and thus do not require an operational or experimental license. A STA is more appropriate. These tests will be conducted using one of the 7.3 m gateway antennas constructed for the VIASAT-1 satellite and leased bandwidth on the AMC-15 satellite at 105 deg W.L.

Purpose of Operation
Please explain the purpose of operation:  ViaSat desires to perform network optimization and tuning experiments in advance of the launch of its VIASAT-1 spacecraft to be located at 115.1 deg W.L.
