PROGRAM OF RESEARCH AND EXPERIMENTATION

Pursuant to Section 5.61 of the FCC’s rules, 47 C.F.R. § 5.61, Verizon Wireless
requests a six-month extension of its special temporary authorization (“STA”) for
conventional experimental operations to conduct a market trial of equipment consisting
of fixed base stations and mobile terminals operating in the 28 GHz band.

The fixed base stations and mobile terminals will employ directional,
beamforming antennas pointing north, and any antennas pointing south, southwest, or
southeast will have a maximum antenna elevation of 0 degree or below from the horizon.
The technical parameters and other details regarding the equipment are specified in the
accompanying STA Form.
