PROGRAM OF RESEARCH AND EXPERIMENTATION

Pursuant to 47 C.F.R. § 5.61, Verizon Wireless requests a six-month special
temporary authorization (“STA”) for conventional experimental operations to develop
radio technique and equipment, consisting of fixed stations, related to an existing or
proposed radio service. The proposed STA operations will allow Verizon Wireless to
obtain a better understanding of the characteristics of millimeter wave operating bands,
specifically 28 GHz and 39 GHz, channel bandwidths and U/L ratios for
residential/commercial deployments.

The fixed stations will employ directional, beamforming antennas pointing north,
and any antennas pointing south, southwest, or southeast will have a maximum antenna
elevation of 0 degree or below from the horizon. The technical parameters and other
details regarding the equipment are specified in the accompanying STA Form.
