                             Application for Modification

Verizon Airfone, Inc., requests modification of the license for station WD2XFH to permit
the use of ground stations located within 550 miles of the United States – Canadian
border. In its application for the experimental license issued under WD2XFH Verizon
Airfone noted that if ground stations within 550 miles of the border with Canada were
needed as part of the experimental work, it would seek further Commission authority.
This modification application seeks authority to use such a ground station in the Chicago
area. This application is supported by the attached letter from Bell Mobility, which
operates the corresponding air-ground system in Canada. Verizon Airfone would
coordinate with Bell Mobility’s Skytel Division.

Grant of the requested authority will facilitate the ongoing testing of new broadband air-
ground communications technology as Verizon Airfone seeks to advance the state of the
art in terrestrially based public air-ground service. Accordingly, Verizon Airfone urges
the Commission to modify the authorization for station WD2XFH in accordance with this
application in order that ground stations within 550 miles of the United States – Canadian
border may be utilized for the experimental work to conducted under the authorization.

     You have explained to us that Verizon Airfone is about to file a request with the Federal
     Communications Commission to allow the operation of an experimental ground station in the
     Chicago area to test broadband technology and have asked for our concurrence, Provided that
     you coordinate the operation of the facility with Bell Mobility‘s Skytel Division, we are pleased to
     concur with your request.

     As you know, Bell Mobility operates the air—ground stations in Canada in cooperation with Verizon
     Airfone‘s operations in the United States. Please feel free to provide a copy of this letter to the
     FCC in support of your request,
