Dear Sir or Madam:

       Volunteers in Technical Assistance ("VITA") hereby requests Special Temporary
Authority ("STA") to use the above—referenced experimental earth station to
communicate with the Portuguese consortium satellite known as POSAT—1.! Authority
is requested for 180gays from the date of grant of this request. Submitted herewith is a
check in the amount of $45.00 to cover the requisite FCC filing fee.2

        The subject earth station is used as part of an overall experimental program
designed to foster basic infrastructure development and self—sufficiency in developing
nations. Following the failure of the UoSat—3 satellite, which VITA had been using for
communications with the subject earth station, VITA arranged to maintain service to the
organizations that depend on it through an arrangement with the Portuguese
consortium Consortio SAT, which operates POSAT—1. Grant of the requested STA,
therefore, will enable VITA to continue its humanitarian efforts.

        The technical specifications of the proposed service are as follows:

The instant STA request is identical in technical and operational details to VITA‘s last request for STA,
identified by the above—referenced file number.
2 Although VITA‘s VITASAT—1R satellite was launched in September 1997, service on the satellite has not
commenced, and VITA has a continuing need for access to POSAT—1.
