Scope of Modification for Experimental Licensing Univ. of VA Libertas Cubesat

This exhibit is for License Modification Application 0263-EX-CM-2018. This is a
modification of license 0240-EX-CN-2018, granted October 4 2018 for the cubesat
Libertas. This is one of the 3 cubesats flying on the VCC constellation.
The modifications are as follows:
For the uplink, the frequency range was given in the original license as 401.3 to
401.5 MHz. In the modification this typo is corrected to 401.03 to 401.05 MHz,
same as the downlink.
For the downlink, the ERP in the original license was given as 1.165 W. This was
not correct, the ERP in the modification has been corrected to 2 W, the same as
the other two VCC applications.
For the mission, the latest expected launch date is the NG-11 ISS Resupply
Mission, launching April 17, 2019. Deploy of the cubesat from ISS is expected No
Earlier Than May 15, 2019.
Above are the only changes from the original license.
