1.) Will the transmitter be fixed or mobile? You have selected fixed but have reported a 15 km
radius of mobile operation.

The transmitter will be fixed. When I amended the application to fixed I must have missed this.

2.) Justify the need for a five-year license as opposed to a two-year license.

The National Science Foundation grant given to UMASS runs until 2010, so five years will be
ideal to meet the requirements of the reserach grant. If the license can be renewed after 2 years,
2 years would be acceptable.

3.) You have indicated that this experiment will be performed under a U.S. Government
contract. Please report the name of the contracting agency and the contract number.

This may have been a mistake. The experiment will be performed as part of a research grant
from the National Science Foundation which funds the Engineering Research Center at the
University of Massachusetts. If you need more information about the grant please let me know.

4.) Is this experiment being performed to test a radar to study rain up to 3 km in the lower
atmosphere?

Yes.
