Exhibit 3. Effective Power Clarification The transmitting antenna's main lobe is oriented vertically. Thus, the peak ERP of 800 kW applies only directly above the antenna (within a beamwidth of 25 degrees). The peak ERP in the horizontal direction is 25 W, as the horizontal side- lobes of the antenna are 45 dB below the main lobe. The average ERP in the horizontal direction is 0.2 W given the pulse duty cycle of 0.8%.
