Please explain in the area below why an STA is necessary:
The Operator Performance Laboratory (OPL) at the University of Iowa is planning to perform an experiment between October 10, 2009 and April 1, 2010 that involves a video link from an airborne research aircraft to a ground station in Iowa City. An STA is sought because of a stringent deadline involving demonstration of flight test activities with a 2.4 GHz video link to stakeholders in the US government starting toward the end of November, 2009. In order to meet the deadline, we need to start preparations and installation of the airborne equipment as soon as possible.

Purpose of Operation
Please explain the purpose of operation:  To downlink a video camera feed from a state of Iowa owned research aircraft (N429GC), showing an out-the-window view to observers on the ground using a 2.4 GHz 10W FM video transmitter. 0The purpose of the experiment is to downlink a video camera feed from a state of Iowa owned research aircraft (N429GC), showing an out-the-window view to observers on the ground using a 2.4 GHz 10W FM video transmitter (operating at 2413 MHz). The video feed will be received by a ground station with an aimed directional antenna at the Operator Performance Laboratory (OPL) where the video feed will be viewed by researchers and in some cases by US government project stakeholders. This demonstration is part of an ongoing government and industry funded research activity at that studies pilot performance under real-world flight conditions. Since the aircraft has only two seats, the real-time video allows additional observers on the ground to see a view from the aircraft.
