Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The University of Colorado has received funding from the National Science Foundation (NSF) to develop a multiple-input multiple-output (MIMO) meteor radar for space weather applications. The systems will measure winds near 100km. A STA is necessary to support initial prototype system testing this year. The MIMO meteor radar system will be owned and operated by the University of Colorado Boulder.

The purpose of the operation is to measure winds at 100km using a technique which reflects radio waves off of meteor trails. The measured winds will be used to understand space weather and will provide input for future modelling studies.
