Explanation
Please explain in the area below why an STA is necessary:
Due to the changing height and properties of the ionosphere, the normally authorized frequencies that the HAARP research facility uses do not offer the full examination of the upper regions, especially during solar minimum conditions. This STA would provide us with the use of additional wavelengths to fully examine the upper atmospheric processes.

Purpose of Operation
Please explain the purpose of operation:  HAARP is a high frequency ionospheric heater dedicated to furthering our understanding of the processes and mechanisms that inhabit the upper atmosphere.
