Explanation
Please explain in the area below why an STA is necessary:
The HAARP affiliated aeronomy scientists continue to study the ionospheres characteristics under stimulation with the facilities HF phased array, and are interested in the requested STA frequencies to interact with the 3rd gyro-harmonic frequencies within the ionosphere.

Purpose of Operation
Please explain the purpose of operation:  To gain further knowledge of the upper atmospheres behavior and response under localized heating/stimulation of the plasma. To gain further knowledge of the upper atmospheres behavior and response under localized heating/stimulation of the plasma using a high-powered electronically phase-controlled, steerable HF broadcast pattern.
