Explanation
Please explain in the area below why an STA is necessary:
As a response to the Rail Safety Improvement Act of 2008, we are developing a Positive Train Control (PTC) system based on 220 MHz communications. The radio for this system is also under development. We need to characterize propagation and coverage of the radio system, but have no type accepted radio. We can adapt a similar radio to the 220 MHz band, but it would not have an equipment authorization.

Purpose of Operation
Please explain the purpose of operation:  To conduct drive testing and RF propagation analysis. The operation wouold be to mount temporary 220 MHz transmitters at selected locations, using power and modulations similar to those planned for the final system. We would then do drive tests with a suitable receiver to determine actual coverage and propagation characteristics.
