Dear Mr. Knapp,

This submission is a request for Special Temporary Authority (STA) for short duration
tests of UbiquitiLink, Inc’s concept of operations.

Our payload will launch on Northrop Grumman’s Antares launch vehicle, currently
scheduled for flight on 17 November 2018, and will be assembled on orbit at the
International Space Station by astronauts in January 2019.

We have made a formal request for key sensitive information to be redacted from the
public posting of the application. Pursuant to Sections 0.457 and 0.459 of the
Commission’s rules, 47 C.F.R. §§ 0.457 and 0.459, the Commission may withhold from
public inspection and accord confidential treatment to certain material related to this
application. We have attached the details of this request in a separate document, and
have provided a public version of the STA application in which we have redacted
information that qualifies as trade secrets and confidential information under Exception 4
of the Freedom of Information Act.

We are available for any additional support you or your team requires in reviewing this
