Please explain in the area below why an STA is necessary:
The STA is necessary to support a plug-fest for devices supporting DSRC technology with the aim of ensuring interoperability and functionality across systems. Devices and protocol test systems are being operated without certification and/or licensing.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the Plugfest is experimental testing to determine DSRC device readiness and ability to meet OmniAir certification compliance requirements. The purpose of the Plugfest is experimental testing to determine DSRC device readiness and ability to meet OmniAir certification compliance requirements. Testing will consist of conducted protocol conformance (to elements of IEEE 802.11, IEEE 1609.2, IEEE 1609.3, IEEE 1609.4, SAE J2735 and SAE J2945) and over the air performance testing of 5.9 GHz DSRC Connected Vehicle devices such as On-Board Equipment (OBE) for vehicles and Road Side Units (RSU) for infrastructure. The testing suites and test cases were developed under cooperative agreement with the U.S. Department of Transportation’s ITS JPO office.
