                                      Narrative Statement


TransCore ITS, Inc. (‘TransCore”), manufactures and markets an Automatic Vehicle Monitoring
System, an electronic radio-based identification system which uses a unique tag scanning scheme
to operate in the 902-904 and 909.75-921.75 MHz and 2400-2483.5 MHz bands.

This device is marketed to the toll, fleet, railroad, and intermodal industries. TransCore plans to
test and demonstrate the 900 MHz equipment throughout the United States. TransCore plans to
test and demonstrate the 2400 MHz equipment only in Albuquerque, New Mexico, for specific
export applications.

TransCore submits that issuance of a license is in the public interest, convenience, and necessity
because its grant will facilitate the development of more efficient systems for managing the
movement of transportation vehicles.
