Explanation
Please explain in the area below why an STA is necessary:
We are funded by the Office of Naval research to develop and test a new radio waveform for communications. We would like a six month license to test the waveform using a commercial software defined radio (SDR).

Purpose of Operation
Please explain the purpose of operation:  The waveform (Peaky FSK) allows for low data rate communications (25 Kb/s) with low probability of intercept. It has peak transmission power of 1 W but low average power of 1 mW. due to the peaky nature of the waveform. Each pulse at a specific frequency provides one or more bits of information.
