Explanation
Please explain in the area below why an STA is necessary:
The MITRE Corporation seeks a Special Temporary Authority to transmit HF signals from White Sands Missile Range, New Mexico, Whidbey Island Naval Base, Washington, and Malabar Air Force Base, Florida. Testing will be performed over up to 5 - one week periods between 15 June and 15 October 2018. Air Force Research Lab is overseeing system testing involving each of these locations. They have asked MITRE to provide HF sounding necessary to inform testing and to support interpretation of their HF test results.

Purpose of Operation
Please explain the purpose of operation:  The MITRE Corporation is seeking an FCC Experimental License to transmit HF signals from 15 June to 15 October 2018 within the HF band between 4 and 12 MHz. Transmissions from WSMR (6-12 MHz) will provide ionospheric sounding for the propagation channel and will be used to select a test frequency for AFRLs test. Transmissions from Malabar and Whidbey Island (4-10 MHz) will provide critical vertical ionospheric sounding information necessary to interpret the results from the AFRL test. We plan to transmit at low power levels and on a not-to interfere basis. Sounding information is needed on an intermittent basis - less than 5 minutes in duration before and after a test.
