Please explain in the area below why an STA is necessary:
A Special Temporary Authorization is required to operate a smart phone on board an aircraft to support flight testing operations.

Purpose of Operation
Please explain the purpose of operation:  The smart phone will be used to off-load data from the aircraft to ground personal supporting flight test activities. The requirement will support 2-3 flights within the requested period. Boeing is currently working with the service provider to obtain their consent to the use of this device in these areas.
