Explanation
Please explain in the area below why an STA is necessary:
The intended device operates in the 914.7 MHz band and exceeds limits for low power unlicensed operation. The ground station that will be used to communicate with the balloon avionics consists of a Portable 2-meter diameter dish. This antenna system has a 22 dB gain, a 15 deg beam width, and uses a complementary radio with a 9 watt power output. The portable station is proposed to be located in an RF quiet area near the launch site of the balloon and is expected to have line of sight coverage throughout the May 2017 flight.

Purpose of Operation
Please explain the purpose of operation:  The Aerospace Corporation objectives are to characterize the pointing environment for and at the interface of a balloon mounted pan and tilt gimbal system. Additionally, control a balloon mounted precision pan and tilt gimbal system to point selected targets via radio command, this objective will be evaluated through ground images provided by a camera contained within the Aerospace payload. This device is being built by The Aerospace Corporation which is a federally funded research and development center.
