Thales is requesting only rooftop and land-based mobile testing in this experimental license request; no
airborne testing is being requested.

"Ground-to-air" refers to the hub-to-terminal (forward) link to be received by the terminal under
test, and "air-to-ground" refers to the return link transmitted by the terminal under test, to be
received by the hub.

I apologize for any confusion created by the use of the word "air" in describing the forward
and return links.
