Explanation
Please explain in the area below why an STA is necessary:
This license is for temporary operation until a permanent license can be obtained. The license is for one of two mobile Ka-band research radar systems that will participate in a National Science Foundation funded effort, the Vortex-II field experiment, beginning May 1, 2010 and extending until June 15, 2010. This is an urgent request due to the time constraints of the experiment start date. The coordinate (latitude/longitude) is given in a rectangular area shown below: The four (approximate) corners are: 33-40-00 N, 103-03-05 W 33-30-55 N, 94-25-49 W 46-08-00 N, 104-01-38 W 45-46-12 N, 94-11-38 W This is rectangle is actually larger than the area on the attachment.

Purpose of Operation
Please explain the purpose of operation:  Ka-band mobile radar systems testing This license is for operation of a Ka-band mobile radar systems operating at a frequency of 34.86 GHZ, at an output power of 200 watts peak, 100 watts average. The antenna is a 0.49 degree beamwidth, Cassegrain with 50.2dB gain. The purpose is weather research.
