    Dear Sir/Madame:

    On October 29, 1999, the Commission granted Special Temporary Authority ("STA") to
    Teligent Inc. for a period of six months to test non—type accepted equipment currently
    used in the LMDS (28 GHz frequency band) to validate radio vendor‘s performance
    claims and access the suitability of such equipment to 24 GHz operations.

    This STA expires on April 29, 2000. Pursuant to Sections 5.55(d), 5.61 and 5.202(d),(i)
    of the Commission‘s Rules, 47 C.F.R. Sections 5.55(d), 5.61 and 5.202(d),(i), Teligent
    Services Inc., successor in interest to Teligent, Inc.,‘ and its wholly—owned subsidiaries
    Teligent License Company I, L.L.C. and Teligent License Company II, L.L.C. and its
    controlling entity Teligent, Inc. (collectively "Teligent"), hereby request an extension of
    Special Temporary Authority ("STA") to continue testing. As part of its ongoing efforts
    to test and operate non type—accepted equipment in the 24 GHz Digital Electronic
    Message Service ("DEMS") band," Teligent is working with various radio equipment
    vendors to secure a reliable and efficient platform for its 24 GHz operations. The
    equipment Teligent seeks to test is currently being tested in the 28 GHz band by the
    product manufacturer. The tests to be conducted would allow Teligent to assess the

    0152—EX—ST—1999.


performance of the vendor‘s equipment and the equipment‘s interoperability and
suitability for retrofitting to 24 GHz operations compatible with Teligent‘s planned
network.

Grant of this STA serves the public interest by facilitating the continued development of
radio technique, equipment, operational data, and engineering data related to DEMS.

The following is provided pursuant to Section 5.56(b) of the Commission‘s rules:

1)     Address and Points of Communications:

                                     Washington, DC

2)     Equipment:
       Teligent plans to test vendor‘s prototype equipment.

3)     Frequencies Desired:
       24.25—24.45 GHz and 25.05—25.25 GHz bands.

4)     Transmit Power Output:
       The maximum output power of the transmitters is 30dBm, and the maximum
       EIRP is 47dBm.

5)     Type of Emission:
       The equipment tested will have a maximum bandwidth of 25 MHz and the
       following types of emission: QPSK, 16QAM and 64QAM.

6)     Overall Height of Antenna Structure Above Ground:
       Teligent will transmit to and from receivers located on an existing building
       located at the above—listed address (1120 Vermont Ave., NW) and new, temporary
       antenna structures within the immediate vicinity of that building. To the extent
       necessary, Teligent will obtain the necessary Federal Aviation Administration no—
       hazard determinations with respect to the temporary sites.

7)     Type of Operation to be Conducted:
       BER and fade margin test.

8)     Purpose of Operation:


        Teligent requires special temporary authority in order to test vendor‘s
        performance claims for their non—type accepted prototype 28 GHz equipment and
        to verify interoperability and suitability of equipment for Teligent‘s 24 GHz
        network.


Teligent certifies that no party to this application is subject to a denial of federal benefits
pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C § 862.
