         Dear Sir/Madame:

         Pursuant to Sections 5.55(d), 5.61 and 5.202(d),(i) of the Commission‘s Rules, 47 C.F.R.
         Sections 5.55(d), 5.61 and 5.202(d),(i), Teligent, Inc. and its wholly—owned subsidiaries
         Teligent License Company I, L.L.C. and Teligent License Company II, L.L.C.
         (collectively "Teligent"), hereby request Special Temporary Authority ("STA") for a
         period of six months to test type—accepted equipment in the 38 GHz band to validate
         radio vendor‘s performance claims and access the suitability of such equipment for
         retrofitting to 24 GHz operations. As part of its ongoing efforts to test and operate non
         type—accepted equipment in the 24 GHz Digital Electronic Message Service ("DEMS")!‘,
         Teligent is working with various radio equipment vendors to secure a reliable and
         efficient platform for its 24 GHz operations. Currently, Teligent is working with a
         vendor which has only one type of 38 GHz point—to—multipoint equipment readily
         available for testing. The tests to be conducted would allow Teligent to assess the
         performance range of the vendor‘s 38 GHz point—to—multipoint equipment and the
         equipment‘s interoperability and suitability for retrofitting to 24 GHz operations
         compatible with the Teligent‘s planned network.

         Grant of this STA serves the public interest by facilitating the continued development of
         radio technique, equipment, operation data, and engineering data related to DEMS.




         I       Teligent currently holds an experimental STA to test and operate non type—accepted equipment in
         the 24 GHz band, Call Sign KS2XAT, File No. 0060—EX—ST—1998.


The following is provided pursuant to Section 5.56(b) of the Commission‘s rules:

1)     Address and Points of Communications:
       Teligent, Inc.

                                     Fitzwater Drive
                                     Nokesville, VA
                                     38—41—54 N, 077—34—45 W

2)     Equipment:
       Teligent plans to test up to 6 units of Hughes‘ AlReach 38 GHz point—to—
       multipoint microwave equipment (Unit ID No. — HNS PN 1024668).

3)     Frequencies Desired:
       38652.5 — 38697.5 MHz and 39352.5 — 39397.5 MHz.

4)     Transmit Power Output:
       The equipment will operate at a maximum output of 1 Watt.

5)     Type of Emission:
       The equipment tested will have a maximum bandwidth of 12.5 MHz and the
       following type of emission: 12MSD7W.

6)    Overall Height of Antenna Structure Above Ground:
      Teligent will transmit to and from receivers located on an existing building
      located at the above—listed address (Fitzwater Drive) and new, temporary antenna
      structures within the immediate vicinity of that building. The proposed
      transmission paths will be less than one—half mile in length. To the extent
      necessary, Teligent will obtain the necessary Federal Aviation Administration no—
      hazard determinations with respect to the temporary sites.

7)    Type of Operation to be Conducted:
      BER and fade margin test.

8)    Purpose of Operation:
      Teligent requires special temporary authority in order to test vendor‘s
      performance claims for 38 GHz type—accepted equipment on a non—commercial
      basis and to verify interoperability and suitability of equipment for Teligent‘s 24
      GHz network.


The location which Teligent has identified in item 1) above is currently in an area that is
not covered by an existing or pending 38 GHz license. For this reason, Teligent‘s
conduct of this test will not interfere with licensed operations of any 38 GHz licensee.
Nevertheless, Teligent will coordinate with, and avoid and eliminate any interference to,
future 38 GHz operations by primary licensees on affected frequencies.

Teligent certifies that no party to this application is subject to a denial of federal benefits
pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C § 862.

Teligent respectfully requests grant of this STA as soon as possible so that it may
commence testing of this equipment.
