Explanation
Please explain in the area below why an STA is necessary:
Telephonics Corporation is a manufacturer of advanced avionics and communications equipment including ITAR Controlled maritime surveillance radar systems. Telephonics is requesting Special Temporary Authority (STA) to validate the use of L3 Communications’ VORTEX Airborne terminal as a transmission tool for radar and associated video imagery from our company leased King Air B-200 aircraft to a portable ground station located at one of two possible locations: our Technical Support Services (TSS) Integration and Repair Facility in Elizabeth City, North Carolina and our Corporate Headquarters in Farmingdale, New York. The intent is to substantiate if it is feasible to use the transmitted data from this system in near real time for engineering research and training, customer demonstration, and /or marketing purposes. Approval of this STA will allow Telephonics to accomplish direct transmission of data from the aircraft to the base station, and eliminate the need for the recording of data or landing of the aircraft for subsequent transmission.

Purpose of Operation
Please explain the purpose of operation:  Testing equipment. Telephonics plans on operating the company King Air B-200 aircraft within a 50 nautical mile radius of our Integration and Repair Facility (TSS) located at the KECG Airport in Elizabeth City, North Carolina or our Corporate Headquarters located at the KFRG Airport in Farmingdale, New York. A Vortex Airborne Terminal will be installed on the aircraft. A portable Mini-TCDL Surface Terminal will be located on Telephonics’ property located at either KECG Airport in Elizabeth City, North Carolina or the KFRG Airports in Farmingdale, New York. In order to test the extreme limits of the VORTEX equipment for both quality and transmission rates of the data, the aircraft will execute transmission testing from the aircraft to the ground station within 50 nautical miles of the base station at altitudes between sea level and 10,000 feet. Transmission tests from the aircraft are expected to be conducted during both day and night operations, and in various weather conditions to better understand their specific impacts, if any. The data transmissions will consist of actual radar imagery and ancillary video data. Aircraft flight routes will take advantage of surface targets on the local navigable waterways to capture and transmit radar targets of opportunity.
