Explanation
Please explain in the area below why an STA is necessary:
Telenor Satellite, Inc. is requesting expedited action for a renewal of our previous STA, call sign WC9XBE, to support testing of an airborne picocell system using GSM handsets. The testing will be taking place both on the ground and on board an aircraft in flight. Ground and flight testing are scheduled to take place between October 20 and November 20. Prior to transmission for the ground testing phase, frequency coordination will occur with local PCS and cellular service providers to prevent any potential for interference to those commercial networks. Ground testing will be taking place at Boeing Field in Seattle, Washington. Flight testing will occur above 10,000 feet over international waters and CONUS. The air and ground testing are almost exactly the same in scope and duration as those previously approved by the Commission in this file.
