Explanation
Please explain in the area below why an STA is necessary:
Telenor Satellite, Inc. seeks authorization to operate a low-powered GSM picocell at the World Airline Entertainment Associations 2004 Annual Conference and Exhibition from September 21st to 24th, 2004, at the Washington State Trade and Convention Center located in Seattle, Washington. Telenor requires use of one GSM channel (200 kHz) for the duration of the Conference. At the World Airline Entertainment Associations 2004 Conference and Exhibition, Telenor Satellite will be demonstrating its on-board GSM solution to representatives of the airline industry. Telenor will operate a low-powered GSM picocell within the convention center that that will allow customers near Telenors exhibit booth to use their GSM mobile phones to place calls. These calls will be carried from the picocell to an Inmarsat mobile terminal located on site (already licensed by Telenor pursuant to it blanket terminal authorization) and completed through Inmarsat system. This will help demonstrate the technical capability of GSM calls to be made aboard aircraft. The STA is required to permit the use of the low-powered picocell, which requires use of one 200 kHz GSM channel.
