$FCC Form 442 File #0382-EX-PL-2015 Response to Question 7 Telecommunication Systems, Inc. (TCS) is requesting a conventional experimental license in the 700 MHz upper D-block in order to conduct LTE mobility technology product testing, development, and qualification. TCS will also use the license to demonstrate the use of LTE mobility technology to customers using Band 14 LTE equipment. The specific objectives to be accomplished are to develop, test, and qualify LTE technology and to demonstrate how LTE can be used for warfighters and First Responders to establish private communications coverage areas when local networks are degraded or nonexistent. TCS will be demonstrating various technologies showcasing how those technologies can be used to provide real time collaboration, communications, and planning. The purpose of the LTE in the demonstration is to show the capabilities of LTE for providing private coverage for dedicated use. This is in support of efforts by multiple jurisdictions nationwide to build out their 700 MHz interoperable broadband networks consistent with the recommendations for public safety in the National Broadband Plan.
