Tecore Inc. (“Tecore”) is a developer and manufacturer of “software-defined” network equipment to
support commercial and non-commercial applications for fixed and mobile wireless communications.
Tecore develops, manufactures and sells wireless base station, switching and related products for
specialized applications around the world. Tecore’s industry leadership in this field has been
internationally recognized. We hold numerous US and international patents for our products and
processes, and are the recipient of three awards from the GSM World Congress for product innovation.

By this application, Tecore seeks to obtain an experimental license for development, experimentation and
testing in the following frequency bands: 824-849, 869-894, 1850-1910 and 1930-1990 MHz. Planned
activities will involve fixed and mobile stations operating within existing wireless standards. The requested
authorization will better enable Tecore to continue its program of development, experimentation, testing
and demonstration of products for domestic and international use.

Tecore will limit use of the frequencies to the maximum extent possible, will utilize authorized frequencies
to operate only on unused channels, and will employ "dummy loads" and indoor operations when feasible.
In order to fully and adequately develop, test and demonstrate our equipment and software, however, we
must from time to time exceed these limitations. The authority requested by this application will allow
Tecore to configure, test and demonstrate operative systems under real-world conditions, thereby
developing information on their performance as terrain, building clutter and tree clutter changes. The non-
radio network equipment to be operated under this authorization is experimental, but the radio
components of the systems employ off-the-shelf products made by major third party manufacturers.

Recognizing that use of the frequencies under this license will be on a secondary basis in accordance
with Part 5 of the Commission’s Rules, we will coordinate our operations with those licensees affected by
experimentation in the area of operation. Tecore will initially operate experimental stations within only a
1.5 kilometer radius. The limited service area requested is small, and thus poses a minimal and
manageable area of interference potential, but provides sufficient area in which to accomplish the
developmental objectives of the license. Our staff has long experience with frequency coordination, use of
spectrum analysis equipment, and notification to avoid causing harmful and disruptive interference to
authorized primary users of the radio spectrum.

In the event testing situations require the use of antennas and support structures that invoke FAA
notification rules, such notification will be submitted pursuant to Part 17 of the Commission’s Rules.
However, any such operations would be temporary, and would involve no construction that changes land
features or involves sensitive areas. Accordingly, no environmental assessment is required for any
operations to be conducted under this application.

The equipment used in the experimental operations authorized hereunder may not in all instances be
capable of providing compliant station identification. Accordingly, to the degree required, waiver of the
Rule 5.115 station identification requirement is requested.
