Explanation
Please explain in the area below why an STA is necessary:
TSC will be demonstrating low power transmissions at 9.6 Ghz as a decoy emitter as an experiment demonstration. TSC is requesting STA due to the short duration of the demonstration and in order to deconflict and avoid affecting other commercial technologies which may be active in the same or similar frequency bands.

Purpose of Operation
Please explain the purpose of operation:  The purpose of this operation is a short demonstration of how a low power decoy can emulate radar return pulses using a passive radar decoy. The operation will be in short 15 min intervals with off periods between demonstrations over the course of 1 hour.
